This is Prunus 'Dream Catcher', a recent flowering cherry US National Arboretum introduction.

'Dream Catcher' has single, clear medium pink flowers that bloom in early spring, dark green leaves without blemish throughout the summer, yellowish orange fall color, and an upright, vase-shaped winter silhouette. This deciduous, moderate-sized, upright tree is hardy in USDA hardiness zones 6 through 8 and grows and flowers well in full sun in well-drained soil. This flowering cherry is perfectly suited for smaller landscapes and will give you pleasure through all four seasons. You can see a 'Dream Catcher' specimen near the Administration Building.
